Sigurisht që në nivel të ekonomisë së gjelbër, jo ndotëse të rëndë të mjedisit tonë dhe jo eksportuese të mallrave toksike, sikurse ka ndodhur me skandalin e fundit qeveritar në Portin e Durrësit, ne kemi mangësi dhe hendeqe të mëdha. Për këtë arësye, projektligji “Për ratifikimin e marrëveshjes së huasë, ndërmjet Republikës së Shqipërisë (huamarrësi) dhe Agjencisë Franceze për Zhvillim (huadhënësi), për financimin e projektit “Një hua për politika publike për të mbështetur aftësinë përtëritëse dhe zhvillimin e gjelbër të Shqipërisë”, i cili do të mundësojë financimin e programit të mësipërm nëpërmjet akordimit të një huaje, në shumën 120 milionë euro nga Agjencia Franceze për Zhvillim, do të përbënte një nismë për t’u përshëndetur e mbështetur, po të mos jepej në duart e qeverisë për shpenzimet e buxhetit dhe po të kishte sekti në qeverisje më shumë se dyfishuar në 11 vjet borxhin publik të vendit për frymë.
Problematika parësore me këtë projektligj nuk qëndron tek ndihma e ofruar në formën e huasë koncesionale nga një institucion donator si Agjencia Franceze për Zhvillim, pavarësisht se kjo kredi nuk është krejtësisht “e butë”, pasi afatin e shlyerjes e ka sa gjysma e kredive të buta, vetëm 12 vjet, dhe jo 20-35 vjet, sikurse e kanë huatë e dhëna nga institucionet e tjera donatore, si Banka Botërore, banka gjermane me kapital shtetëror KfW, BERZH, Banka Evropiane e Investimeve, etj. Veçojnë sidomos huatë e buta të bankës gjermane me kapital shtetëror KfW, e cila është e pranishme në mjaft projekte me impakt të fortë ekonomik dhe social në shumë zona të vendit. Ne problemin madhor e kemi brenda vetes, me papërgjegjësinë dhe aventurat fiskale e financiare të qeverisë së sotme, që administron Buxhetin e Shtetit dhe që më 28 gusht 2024 miratoi Aktin Normativ Nr. 3 të saj, duke shkelur haptazi Nenin 7 të Kushtetutës, për ndarjen e pushtetit ekzekutiv nga ai legjislativ.
Mbështetje buxhetore për menaxhimin më të papërgjegjshëm të Buxhetit të Shtetit në tre dekadat e fundit!
Problematika thelbësore e pranimit të kësaj kredie koncesionare ka të bëjë me faktin që kjo hua jepet në formën e mbështetjes buxhetore, pra shkon për financimin e përgjithshëm të buxhetit të shtetit dhe defiçitit të përgjithshëm të tij. Fakti më demaskues është që nuk ka projekte konkrete që të shoqërojnë këtë marrëveshje huaje. Kjo kredi koncesionare i jepet një qeverie që në 11 vjet e ka dyfishuar borxhin publik për frymë të vendit. Që nuk bën asgjë për promovimin e rritjes ekonomike të qëndrueshme dhe gjithëpërfshirëse, përkundrazi. Kjo qeveri ka thelluar pabarazinë shoqërore dhe ekonomike të shqiptarëve. Koefiçienti GINI i pabarazisë për Shqipërinë është më i larti në rajon dhe ndër më të lartët në Evropë. Sipas Marrëveshjes për kredinë, kjo hua jepet për të nxitur konsumin dhe prodhimin e përgjegjshëm në vend, duke siguruar modele të qendrueshme të konsumit dhe prodhimit.
Qeveria që kemi mbi krye në këta 11 vjet, nuk ka siguruar deri tani asnjë model të qendrueshëm prodhimi dhe konsumi. Nuk ka parë asnjëherë nga ekonomia prodhuese e vendit dhe nga eksporti, por vetëm i ka dëmtuar të dy këta motorrë zhvillimi, duke ua lënë të lira tregjet dhe duke favorizuar oligarkët e sektit Rama në pothuajse të gjithë tenderat shtetërorë, në dëm dhe rrënim të biznesit prodhues dhe eksportues të vendit sidomos të industrisë eksportuese fason të tekstileve dhe këpucëve. Qeveria e sotme nuk ka forcuar në asnjë nga këto 11 vite, qendrueshmërinë dhe kapacitetet përshtatëse të vendit ndaj rreziqeve që lidhen me klimën dhe katastrofat natyrore, por përkundrazi, e ka lënë vendin, fermerët dhe gjithë popullsinë në mëshirë të përmbytjeve në dimër dhe zjarreve të mëdha nga thatësira e tejzgjatur në verë. Vendi ka sot vetëm gjysmën e fondit pyjor që kishte tre dekada më parë, me ekosisteme tokësore dhe ujore të dëmtuara keqazi dhe me pyje të keqmenaxhuar. Për të gjitha këto arësye, ngre tre pyetje thelbësore për moralin e marrjes së kësaj kredie koncesionare nga sekti në qeverisje sot:
1. Si mund të marrim kredi koncesionale 120 mln euro për Buxhetin e Shtetit për të nxitur konsumin, duke siguruar modele të qendrueshme të konsumit, kur mbështetja buxhetore për kategoritë në nevojë gjatë Pandemisë së Covid-19 ka qenë më e ulta në rajon?
2. Si mund të marrim kredi koncesionale 120 mln euro per Buxhetin e Shtetit për rritjen e numrit të qyteteve që miratojnë dhe zbatojnë politika dhe plane të integruara drejt përfshirjes dhe efikasitetit të burimeve, kur kjo qeveri ka lënë në mes të rrugës Reformën Administrative dhe Territoriale të nisur në vitin 2015, duke krijuar një kaos të paparë dhe borxhe pafund në menaxhimin e 61 bashkive, disa prej të cilave të stërmëdha dhe pa kapacitetet e duhura njerëzore dhe financiare?
3. Si mund të marrim kredi koncesionale 120 mln euro për Buxhetin e Shtetit për mbrojtjen, rimëkëmbjen dhe nxitjen e shfrytëzimit të qendrueshëm të ekosistemeve tokësore, kur ndryshimet në Ligjin për Zonat e Mbrojtura synojnë shkatërrimin e ekosistemeve të parqeve tona natyrore? Ne po marrim një hua të pambështetur nga projekte konkrete.
Shqipëria sot ka një sipërfaqe rekord të tokës djerrë dhe të papunuar prej më shumë se 100 mijë ha dhe ka humbur shumë në biodiversitetin e mrekullueshëm të saj. Për t’i shërbyer oligarkëve të Ramës, qeveria nuk ndalet në shkretimin edhe të të gjitha fshatrave të Lumit të Vlorës, duke projektuar devijimin e lumit të Shushicës, për t’u çuar ujë resorteve turistike të oligarkëve në Himarë.
Një borxh publik për frymë 2.5 herë më i lartë se 11 vite më parë!
Kredia koncesionare prej 120 milionë euro e Agjencise Franceze të Zhvillimit i jepet një qeverie që në 11 vjet e ka më shumë se dyfishuar borxhin për frymë të vendit, përmes aventurave të saj fiskale dhe financiare. Në vitin 2013, borxhi publik për frymë për çdo qytetar ishte 2,237 euro. Në vitin 2024 është 5,647 euro për frymë, me një rritje 2.5 herë! Pavarësisht se në dy vitet e fundit, kryesisht për shkak të mbiçmimit të lekut në tregun valutor, stoku i borxhit publik, në raport me PBB-në është ulur, kosto e borxhit, paratë që shqiptarët nga taksat e tyre paguajnë për interesat e këtij borxhi janë rritur. Për këtë vit, sekti i papërgjegjshëm në qeverisjen e Shqipërisë ka planifikuar rreth 13.3 miliardë lekë më shumë shpenzime për interesat e borxhit publik të vendit, në krahasim me vitin 2023, ose 133 milionë euro më shumë nga taksat tona. Rritja e pretenduar ekonomike e këtyre viteve 2021-2024 nuk sjell perspektivë tek njerëzit më në nevojë dhe tek qytetarët e thjeshtë, të cilët e kanë humbur përfundimisht shpresën për përmirësim të gjendjes së tyre ekonomike.
Kur qeveria emeton borxh me norma më të larta interesi, kjo automatikisht sjell kosto më të larta të shërbimit të borxhit, pavarësisht uljes së nivelit të stokut të borxhit në vitet e fundit. Pavarësisht se qeveria pretendon se borxhi është ulur, rritja e ndjeshme e shpenzimeve për interesa të borxhit tregon se ulja e borxhit nuk është aq efektive sa paraqitet. Kjo nënkupton që, megjithëse borxhi publik nominalisht është ulur, shpenzimet e shërbimit të tij po shtohen, duke vendosur një barrë më të rëndë mbi buxhetin. Në këto kushte, marrja e një kredie të re koncesionale prej 120 milionë euro, kur në 12 vitet e ardhshme do të duhet t’i kthejmë kreditorit edhe 42 milionë euro më shumë, i rëndon financat publike të vendit dhe përbën papërgjegjshmërinë financiare të rradhës së sektit Rama në qeverisje.
