Kuvendi pak ditë më parë votoi dhe miratoi me votat e mazhorancës Buxhetin faktik të Shtetit 2023, i cili rezulton tërësisht korruptiv dhe joprofesional, për arsyet e mëposhtme:
Menaxhim kaotik i financave publike edhe në vitin 2023
1. Mungesa kryesore/kryefjala e mungesave në sektorin publik, konfirmuar dhe nga SIGMA dhe BE, është mospërgatitja dhe mospublikimi i Pasqyrave Financiare të Konsoliduara për sektorin publik edhe për vitin 2023. Pra, nga Ministria e Financës nuk është realizuar detyrimi ligjor për të përcjellë dhe miratuar në Kuvend pasqyrat e Konsoliduara vjetore për transaksionet financiare të Shtetit dhe, për pasojë, shqyrtimin dhe çertifikimin e tyre nga institucioni suprem i auditimit. Në këtë mënyrë, nuk iu dha mundësia përdoruesve të interesuar të brendshëm dhe të jashtëm, që të marrin informacion të saktë, të besueshëm dhe të çertifikuar, mbi shpenzimet buxhetore dhe të ardhurat buxhetore. Kjo është e rëndë, e pafalshme..
2. Vonesa në miratimin e kuadrit ligjor në fushën e kontabilitetit publik. Ministria e Financave nuk e ka rregulluar me ligj të veçantë kontabilitetin dhe raportimin në sektorin publik, duke mos nxjerrë udhëzimin përkatës për standardet e kësaj fushe.
3. Mungesa e një rregjistri të konsoliduar dhe të një inventari të plotë të aktiveve.
Treguesi më i qartë i menaxhimit kaotik të financave publike në vitin 2023 është edhe mungesa e një dokumenti strategjik të tyre. Strategjia Sektoriale për Menaxhimin e Financave Publike 2023-2030 u miratua në qershor 2024, duke krijuar shkëputje nga strategjia e mëparshme 2019-2022. Nga ana tjetër, dukuria i përqendrimit të shpenzimeve publike në muajin dhjetor ndikoi negativisht në disa tregues të tjerë ekonomikë, duke shtuar riskun e parregullsive në përdorimin e fondeve publike. Pikerisht ne dhjetor 2023 janë miratuar tre ligje tatimore me efekte në të ardhurat buxhetore, jashtë afatit të përcaktuar në Ligjin Organik të Buxhetit. Ligjet tatimore duhen miratuar jo më vonë se tre muaj përpara fillimit të vitit të ri fiskal.
Në vitin 2023 ka një nivel të ulët të realizimit të shpenzimeve kapitale me burim tëhuaj financimi krahasuar me planin dhe një vit më parë, duke shfaqur mangësi të ministrive të linjës, lidhur me planifikimin e saktë të projekteve me financim të huaj. Fondi i rindërtimit vijon të mbetet një çështje emergjente, për vetë karakterin e tij social, por edhe peshën që zë në shpenzimet e buxhetit të shtetit. Ndryshimet e shpeshta dhe të konsiderueshme të buxhetit për rindërtimin shfaqin mungesë qartësie në objektiva dhe mangësi në monitorimin e ecurisë së këtij procesi, duke lene shteg per potencial abuzimesh me menaxhimin e ketyre fondeve publike. Fondi rezervë është denatyruar gjatë përdorimit të tij, pasi është akorduar dhe përdorur për rastet e financimit të shpenzimeve të njohura, të cilat mund të parashikoheshin gjatë procesit të përgatitjes së buxhetit.
Buxheti i dhjetë pa Minimumin Jetik Zyrtar dhe mbrojtjen e duhur sociale
Që nga viti 2014 e deri në vitin 2023, janë 10 buxhete që sekti Rama në pushtet përgatit, pa mbajtur premtimin zgjedhor, për të miratuar në Kuvend, në formë ligji, Minimumin Jetik Zyrtar, të domosdoshëm për të trajtuar me dinjitet qytetarët në asistencë sociale dhe pensionistët, shtresat më në nevojë të shqiptarëve.
Buxheti faktik 2023 nuk arriti të mbështeste zhvillimin ekonomik, nxitjen e punësimit dhe mbrojtjen sociale, pasi i mungonte vullneti qeveritar për të përcaktuar një strategji kombëtare të zhvillimit ekomonik të vendit, një model ekonomik i qartë dhe përcaktime zyrtare të avantazheve konkurruese të ekonomisë sonë. Buxheti faktik 2023 nuk arriti të adresojë si duhet nevojat e qytetarëve për kujdes shëndetësor dhe mbështetje sociale, të cilat janë thelbësore për mirëqenien e shqiptarëve. Ai kreu shpërndarjen e gabuar të burimeve financiare për projekte infrastrukturore, duke ua kaluar pjesën më të madhe të parave të taksave të taksapaguesve shqiptarë oligarkëve të Ramës, përmes tenderave të paracaktuar, në një kohë kur sektori i shëndetësisë dhe i mbështetjes sociale kishte nevojë urgjente për financim dhe përmirësime.
Buxheti faktik 2023 nuk adresoi shqetësimin për transparencën dhe mbikëqyrjen e projekteve të Partneritetit Publik-Privat (PPP), edhe pse këto projekte përbënin një pjesë të konsiderueshme të tij, për të garantuar që fondet publike të përdoren në mënyrë efikase dhe të përgjegjshme, pa i keqpërdorur ato. Buxheti 2023 kontribuoi në thellimin e pabarazisë sociale, pasi fokusi i gabuar në projekte infrastrukturore jo të domosdoshme për stadin aktual të zhvillimit të vendit, krijoi një ndarje më të thellë midis grupeve të pasura dhe atyre që janë në nevojë në vend. Buxheti faktik 2023 forcoi ndjesinë e padrejtësisë sociale tek qytetarët, duke përkeqësuar pabarazitë ekzistuese dhe duke kontribuar në motive shtesë për shqiptarët për të braktisur vendin e tyre.
Ky buxhet dhe paketa e tij fiskale dështuan të prodhonin incentiva për të kufizuar ndjeshëm largimin e të rinjve dhe profesionistëve nga vendi. Buxheti faktik 2023, njëlloj si ai i vitit 2022, dështoi të miratonte një paketë emergjente për mbrojtjen e konsumatorëve, në kushtet e inflacionit të lartë të gjeneruar nga sulmi i Putin mbi Ukrainën, duke rishikuar në ulje TVSH-në e produkteve ushqimore bazë, pavarësisht se Shqipëria edhe në vitin 2023 kishte çmimet më të larta të mallrave ushqimore në rajon.
Buxhet që nënfinancoi ndjeshëm shëndetësinë, arsimin publik dhe bujqësinë
Buxheti faktik 2023 u karakterizua nga një mungesë e thekshme e investimeve në sistemin shëndetësor publik, në një kohë që shumë spitale dhe qendrat shëndetësore ishin dhe janë në kushte të dobëta infrastrukturore. Ai dha vetëm 2.7 përqind të PBB-së për shëndetësinë, diçka më shumë së gjysma e premtimit pompoz të sektit Rama për financim 5 përqind të PBB-së për sektorin. Buxheti nuk trajtoi krizën e punësimit, veçanërisht për të rinjtë që janë të detyruar të emigrojnë për mundësi më të mira. Ai nuk ofroi asnjë plan për të rritur investimet në edukim dhe formim profesional, duke mos marrë asnjë masë konkrete, për të siguruar që shpenzimet për arsim të rriten në përputhje me nevojat e zhvillimit të brezit të ri dhe të përmirësojnë cilësinë e edukimit në vend. Edhe arsimi publik vijon të jetë i nënfinancuar në të njëjtin nivel me shpenzimet për shëndetësinë publike, në diçka pak më shumë se gjysma e premtimit të pambajtur të qeverisë për financim 5 përqind të PBB-së.
Edhe pse bujqësia, dega baze e vendit ka një rol të rëndësishëm në sigurinë ushqimore dhe zhvillimin ekonomik të tij, buxheti faktik 2023 i la financimet për të nën pragun 1% të PBB-së, ndërkohë që bujqësia kontribuoi me 18 përqind të PBB-së në vitin 2023. Ai nuk dha asgjë për të përmirësuar produktivitetin e degës bazë të ekonomisë. Buxheti faktik dështoi t’i mbështeste fermerët në përballimin e sfidave të konkurrencës rajonale, të modernizimit të proceseve prodhuese dhe rritjes së eficiencës, përfshirë edhe përballimin e problemeve me aksesin në financim dhe teknologji. Ai nuk bëri asgjë për të adresuar krizën në të cilën ka hyrë blegtoria e vendit dhe prodhimi i qumështit.
Buxhet aktesh normative: mungesë planifikimi afatgjatë dhe serioziteti
Ndryshimi i ligjit të buxhetit të Shtetit për vitin 2023 ka vijuar të bëhet me dy Akte Normative, pa ndjekur procedura të zakonshme parlamentare, ne shkelje flagrante të Parimit Nr. 7 të 12 parimeve të OECD-së për mirëqeverisjen publike, i cili përcakton se “Parlamenti duhet të kontrollojë hollësisht politikëbërjen e qeverisë”. Koha e ndryshimeve në buxhet përmes Akteve Normative është në fund të vitit, kryesisht në fushën e shpenzimeve, duke sjellë pasoja në përdorimin racional dhe të balancuar të fondeve publike. Ndryshimet e konsiderueshme të treguesve gjatë fazave të hartimit dhe zbatimit të buxhetit dëshmojnë për mangësi në aftësinë e parashikimit dhe planifikimit me saktësi të arsyeshme të tyre. Rishikimi i buxhetit përmes akteve normative shkel edhe Parimin e 11-të të OECD-së, i cili përcakton se “Politikat dhe legjislacioni hartohen në mënyrë gjithëpërfshirëse, gjë që mundëson pjesëmarrjen aktive të shoqërisë dhe koordinimin e këndvështrimeve të ndryshme brenda qeverisjes”.
Qeverisja përmes akteve normativë ka treguar një mungesë të theksuar të planifikimit afatgjatë nga ana e qeverisë dhe një mungesë shqetësuese serioziteti në menaxhimin e financave publike. Rishikimi i buxhetit në mënyrë të përsëritur përmes akteve normative, krijon paqëndrueshmëri financiare dhe ndikon negativisht në klimën e investimeve, sidomos në besimin e investuesve të huaj realë dhe potencialë, në një politikë fiskale dhe financiare të qëndrueshme dhe serioze nga ana e qeverisë. Aktet normative reduktojnë deri në zero mundësitë për një kontroll të plotë dhe kritik të mënyrës se si qeveria i menaxhon fondet publike. Duke anashkaluar procesin legjislativ të zakonshëm, qeveria krijon një situatë ku vendimet e rëndësishme buxhetore nuk janë subjekt i një kontrolli të rreptë dhe të hapur nga përfaqësuesit e zgjedhur të popullit. Kjo është e pafalshme në një shtet demokratik me ndarje të qartë të pushteteve. Është thellësisht autokratike!
